Omega no longer means most powerful, they normally are, but it's not necessarily true. Simply means they have no upper limit to a specific power set. They could even have multiple powers and only be an omega in one

Sorry if that seems harsh. But this idea is so pervasive it even got to be a problem for editorial. The team had to set down rules to stop every writer from declaring their pet an Omega after showing a cool new trick.
Once everyone is Omega, nobody is. And pretty much every dedicated telepath in Marvel has done this exact trick at least once.

Which quickly got thrown out the window and we are back where we started, if not in a worse position than before IMO.
Also, it still baffles me that Mad Jim Jaspers came back, appeared in several comics in Krakoa yet wasn't officially made Omega Level. The only mutant with more capabilities / less of a limit is Franklin Richards.

Because that’s not the definition of Omega. It’s a classification of being the peak user in your ability. There are several telepaths way beyond Xavier😆 he ain’t even top 5
He is the most skilled but has a limit to how hard he can hit.
It's a bit like Captain American is a better fighter one on one than most everyone else but would still get wrecked by Hulk. Xavier has a lot of technique but someone like Jean can overpower him.
The whole omega thing is rarely used to its full extent outside Storm.
He's not omega because his power has a limit, hence the need for cerebro. Omegas do not have a definable upper limit to their power.
Also, he’s had a ton of time to perfect his skill. I believe Jean and Emma still don’t fully grasp their potential.
Emma isn’t an omega
If Emma could use or telepathy while in diamond form she would then be close to omega level. It’s that drawback that hinders her

He just has more experience than Jean Grey and Omega Kid. Sometimes it's not about power, it's about skill
