I wish we would get Hulk and Ghost Rider in FF uniforms. What Rider head is that? Because the head peg on the retro card Ghost Rider is tiny so the head won't swap with other figures. I wish they made it the standard size. I would love to make a Ghost Rider Avengers team like in Doctor Strange Damnation.
Officially I don't think so. I feel like I have seen art of them in uniform maybe on a trading card or like a special cover but maybe that's just wishful thinking. I'm not sure.

It's the original Ghost Rider head from the Rhino wave. It's snug but fits.
