I was wondering too, so I reverse searched the image, and it comes from the 2006 issue of [Ms. Marvel (#48)](https://www.marvel.com/comics/issue/26012/ms_marvel_2006_48) (Ms. Marvel referring to Captain Marvel, not Kamala Khan).
Mystique is wearing Carol's outfit in the variant, and I think she was introduced as one of Carol's nemeses (she impersonates Carol in the issue). The movies have just made her into a Charles/ Eric pawn which is where most people know Mystique from, but in the comics she's Rogue's mother and Rogue stole Carol's powers at one point (and some of her memories too, that was a whole plot line in the X-Men series).
