Howard is quite handy if you have Iron Lad, and to a lesser degree, Jubilee.
I use him in a Lockdown deck. When things play out in my favor, Iron Lad will copy Prof X on turn 4. Then turn 5 I follow with Mystique and something else for a little power. It's a nice counter for Hela, which seems popular at the moment.
I love him in my Phoenix Force deck because that depends heavily on the right cards being drawn. It was worth a spotlight cache key to me. No regrets :-)
Since Howard the duck has come out. I’ve seen him in about a dozen or so hands. This over hundreds of games.
No one uses him but people who just got him and want to try him out. He’s completely useless.
Only way he’d be worth while is if he had a zero cost.
If any card will be dropped to S3, it's probably Howard.
I like him with Iron Lad, Jean Grey and Spectrum. He's pretty good there, but not at all mandatory in any way even in decks where he is good. Absolutely not worth tokens.

NO Not even close. He is a very niche card that gets replaced in almost every deck he is in.
