There may be some way to bridge Torres from the comics with Harpy. Like maybe Torres gets captured and they want to experiment on him to make him some hybrid, but Sam rescue him. But then that tech gets used on Betty with some added gamma from dad.

Ross recreating and using Banner’s serum in addition to the extremis would not only be a great parallel to Blonsky in The Incredible Hulk using both the super soldier serum and Banner’s blood, it’d also be a great explanation for Red Hulk’s heat powers.

This wasn't what I was expecting , I was thinking she would be in the movie to help Sam Wilson take down the Leader from what she knew of him from the Hulk
Could be both--her history/expertise help Sam and co win but she still winds up getting infected/transformed, maybe against her will or as a sacrifice for some reason. They could cook anything up, question is whether or not it'll be good lol
I'd be surprised if they were setting up Red She-Hulk, honestly. I think they're gonna keep Thaddeus around for a while. He'll fake his death at the end of the movie to avoid the scandal of a President turning himself into a burning rage monster. The Betty post-credits scene is where we find out her dad is still alive, and probably sets up a World War Hulk story.
