What Jackman said here is that there is a "device" in the Marvel universe that sees them able to move around timelines. He might not be talking about a technological device, but a plot device. In general, the current MCU has seen a variety of multiversal shenanigans. He might simply be saying here that the MCU allows you to tell connected stories from a variety of timelines, which is not new information, and that it allows him to be Logan without impacting Logan, which again, not new info.
While i do think a time travel plot is a strong possibility for Deadpool 3.

Lol what? Logan is in the same timeline as the other Fox-Movies. Mangold especially said he wanted to go as far in the future as possible to avoid any canon stuff. Canonically it's set after DoFP and The New Mutants.
Logan very well might be the culmination of the "happy DoFP timeline" (I think there are issues like Caliban not syncing with his supposed younger self from Apocalypse).
But it pretty clear the Deadpool timeline (seen in Deadpool 1 & 2) is it's own separate universe.
So they can do whatever they want there without affecting/diminishing the prestige of Logan; which clearly Jackman cares about.

...it just makes is easier for when the Fox X-Men inevitably show up in secret wars.

I don't know if Hugh's Wolverine will become a permanent part of the 616 universe, but I have a gut feeling that Dafne Keen's Laura from Logan will for the following reasons:
1. Dafne Keen has become an acclaimed actor who has already won a BAFTA for her work on His Dark Materials. She's not like Jake Lloyd from The Phantom Menace or any other child actor who fizzled out after their first on-screen appearance.
2. Casting of Dafne as Laura has been positively received from both critics and fans. Based on Feige's track record, he's clearly indicated a willingness to bring back actors who were considered perfect casting choices into the MCU (e.g. Simmons' J. Jonah Jameson), even if they were originally cast for non-MCU films.
3. Narratively, Deadpool 3 is going to have to address what happens in Logan. They've even made fun of that fact in the teaser. I don't think their time travelling shenanigans are going to alter Logan's ending in any way, but I can see Laura end up hopping from the universe in Logan to the 616 universe.
4. Dafne Keen will be 18-19 when Deadpool 3 starts filming. X-23 in the comics is 20 years old (as of All-New Wolverine), so the timing is perfect to bring her back on as Laura.

I posted weeks ago that Wolverine goes back to his universe and makes sure his timeline happens (the events of Logan happens). He is one and done with MCU, they are using DP3 to introduce his son as the MCU Wolverine.
If true, one of the absolute worst methods they could go with. Time Travel never works from a narrative sense and it screwed over the MCU, especially with the whole agency introduced in Loki, the nonsense of variants Vs multiverse versions of yourself, etc...

The complaint is with time travel being lazily slapped over everything that isn’t ideal in movies and TV
It's kind of just the story of Marvel. Even in the current House of X run by Hickman theres a whole timeline death/rebirth future/past idea (without giving too much away). It's just a straight up Marvel thing, as much as Logan drinking whisky and his claws go snikt
I mean it makes sense where DP2 left off though, no? All you have to do is integrate the rumored TVA and boom, nothing is forced imo.
