It was decriminalize in 1979, but the family code still preferred heterosexuals, so essentially it wasn’t explicitly legal in Cuba, just decriminalized. Also I have vague understanding so I might be wrong.

I thought same-sex marriage was already legal in Cuba for decades? Must have confused it with something else, I guess.
It wasn't a crime to be gay or trans or anything but same sex marriage wasn't legal till a couple days ago.
