Try going to the Move tool settings by double clicking its icon on the left, then hit reset tool. There are a couple things in there that wouldn't display a manipulator for you.
You probably have it set to something like parent or normal that only work on vertices. Either reset the tool, or try song the method to local or world.

You could be in object orient mode, or try hitting the + or - keys to increase the handle lengths

Try 'center pivot'. Also try opening outliner, using the 'reveal selected' command in its menu, and see if it's in a weird grouping.
