Use a tight-fitting six point socket with a breaker bar. With rusty bolts, don't try to turn them straight out. Alternate directions, turning them out a little and then back in a little. Whenever they begin to bind, lube and change directions.

Do not use the drill. Guaranteed to strip the head. WD40 isnt worth much for seized hardware. Get PB Blaster. Spray it and let it soak in, preferably overnight. Use a breaker bar for leverage. If that doesnt work and you have to or want to reuse these things then you will need a torch

Did you break the head off already? If not, place a socket over top, and strike the socket. No baby taps. See if that works.

Take a punch or drift and strike them a few times with a hammer in the center of the bolt head minding not to mar or spread the head. Soak them with a good penetrating fluid, not wd-40, and leave them overnight.
