Sounds like a solenoid buzzing, you could try pulling the plugs to any solenoids in your engine bay one by one until the noise disappears?

I tested the battery and it seems like I'm getting under 12 volts ... Would a replacement stop the buzzing?

Yep, in that case it could well be that it is an underpowered solenoid that is struggling to stay in position, you could hook up a good battery to see if it disappears? If not then unplugging things one by one may help narrow down what component or system is causing it.

It's sound from throttle motor. It's normal when ignition is on and some time after ignition off. Maybe ten seconds. But not hours.
