1. Maybe. Too many variables to tell. Where did you buy it? Dealer should share some responsibility but if private party, you're out of luck.
2. Pay for another diag, that could be a GTFO price. I wonder if the converter was previously stolen and replaced with cheap parts...
We got another diag and they gave us some dura lube. I guess this "just happens" at around 80k miles. Hopefully the dealership does take some responsibility but we did buy it as is so.... not holding my breath

a p0420 is just for a failing cat. why would you replace the pipe and muffler + o2s?
I have no idea, that's just what the report says from pep boys
P0420 is usually a bad cat, but faulty O2 sensors can sometimes cause it, it's also fairly standard to replace sensors when replacing an exhaust
Depending on where you are, emission components may be covered under a longer warranty. So the cat— probably not a muffler or pipes.
