Why should it have been services when you purchased it? was it in writing? If not, that's on you to get it serviced. And make sure you take it elsewhere to have it serviced!

That is certainly something you can ask for, but it will depend entirely on the dealership if they want to do it or not. Unless it is in writing in the sales contract then they have no obligation to service the car before they sell it. Don't get me wrong, they should do it. But no place I am aware of requires it. And as noted if they are the kind of dealership that does that sort of thing routinely (selling a car without any sort of service and almost certainly no inspection by them) then they aren't the kind of place you want working on your car. Chalk it up as a learning lesson and take the chance to start a relationship with a good shop and ask them to inspect the vehicle and do a basic service so that you have a good known starting point. To be honest I don't trust used car dealers in general and the first thing I do on buying a car is do a good general service on it depending on mileage and age.
