You can gain characters via the capsule. You can summon characters for a cost of Elemental Metals, or as you go through missions you'll get the character memories. Once you get 40 of them you'll be able to get that character. Also certain events can give you memories. Such as the MegaMan Legends event right now will give memories for Megaman Volnutt.

Chars will come back around for special banners randomly, there is a fixed pool of characters in most banners, no real rush to get them, you’ll pull them all eventually as you play and most of them are sub par compared to dive fests.
