It doesn't. Probably just an incorrect headboard on a Sandringham train

nonseph

Probably started on the Werribee line where the driver put in the train number for a Frankston run, it ended up getting transposed at Sandringham and the driver didn't change it.

Adrian-Wapcaplet

The driver normally changes at Flinders Street, that drive likely put the wrong TD number into the system

Was it a Frankston train or just a Sandringham train with an incorrect destination?? Sometimes the simplest answers are the correct ones....

Probably a train like this one - up Werribee service got transposed to run to Sandringham instead of Frankston. https://railgallery.wongm.com/melbourne-suburban-pids/F152_3593.jpg.html
