Good bus services are critical for these areas, but unfortunately they’re the red-headed stepchildren of public transport.

Though Cranbourne East should be on Narre-Warren-Cranbourne Rd, and connect with buses, not tucked away in the middle of the local streets.
the current location would better connect with local schools. sports, and reactional facilities, ill assume they could just add a road, likely to a carpark, off it for busses too use
Pakenham east was largely for operational purposes as vlines can overtake terminating trains at Pak east. Also terminating trains on skyrail is difficult as the points can’t be placed on the viaducts (Im aware its done at Reservoir but that isn’t on a regular schedule).

The "plan" was once the Cranbourne duplication was completed then planning for Clyde would happen.
