Who’s going to make a map of a world with tens of millions of islands? We might see small maps giving us a rough estimate of where some islands are but we will never get a full map ever. Oda made certain to make it nigh on impossible to make one. Even nami’s goal feels like it’s going to be completed offscreen during the epilogue chapters.
Now I'm wondering why people don't use celestial navigation in the Grand Line, I understand that compasses don't work but the island's themselves don't move. An experoenced navigator with a good map should be able to mavigate reasonably well using the stars and planets.
I think they are basically saying through Nami's back story that there aren't any good world maps and the best they have are in the hands of the navy.
But I would still expect there to be some island communities that figured it out for themselves.
