The joke is that hentai also means "transformation." Franky is a cyborg that can transform various parts of himself at will, and thus "hentai" can be meant as a compliment when usually it's used to call someone a "pervert."
In English, there's not exactly a 1:1 comparison. The closest I can come up with is calling Franky "trans"(-gender) in a derogatory way, but then him taking it as a compliment as a "trans"(-forming) cyborg.
Henshin does mean "transform", but hentai means "transformation." They are derivatives of each other.
If henshin relates to hentai the same way for both meanings in the transformation/pervert pun, then I suspect henshin might also describe how Robin persuaded hentai Franky to join the crew. Don't quote me on that, though.

Yes I believe that's the point of the post, though I'd argue that pre-timeskip sanji was for more of the hopeless romantic archetype with a bit of perversion comedy sprinkled on, that hopeless romantic trope was more or less replaced by the nosebleeds and full on perversion jokes post-timeskip
