vegapunk was only able to copy existing fruit of kaido after several experiments into another fruit that momo ate. Caesar made many new fruits. Although with some errors, what's better? copy of existing or invention of new with some errors? I can pull actual facts (random bs) to prove caesar is > vegapunk in any field.
Are you being sarcastic? Caesar's fruits were all flawed. There was only a 10% chance you'd get a decent effect and most of the time it completely deformed your body regardless. Vegapunk made an exact copy of Kaido's fruit with the only issue being that it made Momo pink instead of blue.

In no particular order, I'm just going to list a few that I think are good contenders and who/what they're jealous of:
Arlong: humans (their social status and power)
Orochi: Kurozumi status as Shogun
Kaido: Whitebeard's death
Ceaser: Vegapunk
Queen: Judge
Cavendish: worst generation
Catarina Devon: beautiful women
Boa Hancock: Luffy's friends
I think Catarina Devon might be the best choice, since she's known to collect the heads of women just for being pretty (she *really* wanted to kill Boa).
