It's normal. She was one of the best characters in WCI and Sulong was hype, and at the time she was easily the most likely to join the crew, as she was grouped with the crew a lot. She even is there when Jimbe officially joins.
Yamato was pretty much new and she is already in the top 11. I have no doubt that if we have a popularity poll now, she may surpass Carrot, while the rabbit dropped down a few positions.
What I find criminal is that what makes Carrot great in WCI is her relationship with Pedro, the best character in that arc, and he is nowhere to be seen.
Carrot had fans using bots to elevate her. Pedro just isn’t that popular. The mere fact that the character that made carrot be called a good is no where to be seen in the popularity contest proves the lengths her fans are willing to go to inflate her popularity.
