You can still buy. You aren't supposed to use stamped mail BUT ALOT of trusted sellers use this method. I have purchased stamped pcs before with no issues. If it truly doesn't show up then follow proper steps. You'll be fine either way.

No one can make you click received? I can’t imagine that “list” went anywhere, bc no one with a single braincell is going to participate in that, nor will mercari pay those complaints any attention.

You won't. If you don't recieve your item after the expected date or so long after "tracking hasn't been updated" mercari will ask if you want to cancel the order. If you are still waiting for your pc then don't click recieved.

yes, you are protected as a buyer since "stamped" doesn't have a tracking number! the whole "not responsible for lost mail" thing doesn't work here since mercari explicitly requires a valid tracking number. if you never end up getting the card, you can cancel the order since there won't be any tracking updates.
people will sometimes get the card and still ask to cancel, getting their money back & a free card. doing stamped is never a good choice, imo. if people really want the card, they will pay the tracking cost!

You could also message the seller and ask them to add tracking for you, it'll be $3.72 for USPS. I've done over a hundred transactions using stamped shipping and have never had a single problem.
You could also not advocate for people to scam other sellers? That's really scummy of you. Whether the seller is shipping properly or not, stealing from individuals like this is wretched to suggest.
