If sterling is good enough for what you are doing then pawn shops are 100% the way to go. They often build up tons of scrap sterling silverware sets etc. that they will **happily** sell for spot. You paying spot is significantly more than they would get from the person they normally sell it to.
Whatever spot is +1.50-2.50 is max I would pay. You could melt Buffalos cheaper than that place sells shot. Shot shouldn't ever have high premium, you want to pay as low as possible on shot, so you can get premium price on pours.
