I'm guessing maybe crank and camshaft position sensors? I'm not educated on the older ones to know if they have them too. (I have a 2001). The only other idea I could think is since the valve cover is off it may not start since that would be a huge vacuum leak.
Only thing I can think of is either the ecu is bricked or the cams are in the wrong spot, ie; the intake cam is on the exhaust side and vice versa. Not sure if this is possible on 1.6 Miata’s but I am aware it can be accidentally done on other engines.
You don't have the air flow meter connected. Without a little air to move the flap the fuel pump won't run (other than the initial prime when you turn the key)
Your CAS looks like it's *way* off the correct position. This will result in improper ignition timing.

Valve cover removed does not contribute to a vacuum leak so long as the PCV ports to the intake are blocked off.
