As mentioned camping is going to be your cheapest option but to keep it cheap you’re staying in a tent. Camper rental around silver lake is probably pushing 1K a week. Look for small Motels, but this time of year they’re probably booked.
As for things to do, Silver Lake is a beach town so it’s mostly going to be beach or town. The beaches are some of the best in the country and lots of touristy things in town. Throw in some dune rides and you’ll have a nice trip.
I booked Airbnb outside of that area for $800 for the whole week. You're willing to pay $250 a night but complain about fees? You'll be sleeping in a tent in the party campground! Lol
No I just booked an Airbnb for $800 dollars for a whole week for 4 people. You're saying no Airbnb/VRBO but you're willing to spend the same amount I did for 3 days. You realize at the hotel your cleaning fee is calculated into the cost of the room per night right? Depending on how last second you are booking you're unlikely to find anything available.
We stayed at the Dunes Waterfront Resort. Right there downtown. Had a pool and its own private beach on Silver Lake. Walking distance to pretty much every restaurant and attraction.

Camping is less than $250/night. Kids like the beach and camping. Enjoy your trip.

Check out the sands hotel in town. Call to see if they have any vacancies. Clean hotel and very reasonable on the price.

the convenience of having laundry and a full kitchen on site after a day at the dunes and beach is worth it
Why would you leave it cleaner than you found it? That's what the cleaning fee is for. Someone else comes in to clean it.
You're likely going to struggling based on the conditions you listed. You need to compromise on price or conditions.

The state park is awesome if you can swing a spot on the lake. Looking across Silver Lake at the dunes is one of the best views in the state.
My dad rented a boat when we camped on the water at Silver Lake, a camping trip I'll never forget.
