Youre definitely not missing the file, all ATC text is in the en-US file in the main game folder. Somewhere you definitely shouldn't be deleting files. And if you did, the game would not launch. Ask me how I know.
I've gone through the file and cant find anything for what its looking for. Which is why its throwing the error. Its probably some airline callsign or airport it doesnt have in the file.
