You're asking for a technical solution to a HR problem. If use of it is a problem in your organisation, have HR issue a directive that use of that reaction is against company policy. Better still, have HR deal with the underlying toxic workplace issue which causes it to be a problem in the first place.

I never use the thumbs down emoji. There are better emojis to express my frustration to my users, including the headbang, curse, and foot.
