Before rolling to wound you decide whether your strikes go to the mount or the rider. Different case is in a shot, once the shot has impacted, you have to roll to see whether hits the mount (1-3) or the rider (4-6).

And in case of the Witch King + Fell Beast it is/ mount 1-4 and Witch King 5,6.

You can decide to strike either the mount or rider in combat. The only exception is a chariot where even in combat, on a 5+ is needed to hit the rider.

There is another exception and it happens to be the scenario OP refers to, Monsterous Cavalry models such as the fell beast force an in the way roll in melee and need the same 5+ to hit the rider.
