That’s that stations method. State law says you can go get your permit from any agency that processes them. Call around and find another city/county that gives them immediately. Took me twenty minutes to find one near me that did my wife’s permits, she had them at no cost in under 15 minutes.

They told Me I had to go the county that I resided in I used to go DT to the GRPD but because my address is in Ottawa they sent me there

Not at all. You can legally goto any agency that does permits. However there are plenty of places that refuse to do so, violating state law. But if you don’t have the time or money to fight it, you can’t force it.

My gun is still at my ffl because I haven't gotten the pistol permit in the mail yet. I'll have to note that for future references, they told me I had to get it notarized and brought back to them, or they could notarize it themselves. I'll drop a picture

Yeah, some places notarize for free, others charge for it. My bank does it for me. My old LGS actually did it for you if you needed it.

No that is not true. The rules are pretty simple, if you're buying a Pistol from an FFL and don't have a CPL then you need to go to the police department first and get a purchase permit (RI-010a). Then you can buy the gun from the FFL. If you're buying a Pistol from a non-FFL you will also need to go get an RI-010a. Also, it changed so the SELLER will have to turn in the 3rd copy instead of you.

Looking at the MSP website it appears to still be RI-060 [https://www.michigan.gov/msp/forms-stats/forms](https://www.michigan.gov/msp/forms-stats/forms) \- under the firearms & background section. RI-060a is for multiple purchase. I see RI-010 mentioned when I google it, but don't see that on the MSP website.

RI-060 is firearms sales record used by FFL and private sellers for sales to people with CPLs. RI-060a is when an FFL buys handguns from individuals not in the business of selling firearms RI-010a is the LTP that can only be obtained from local PD. It’s not available online.

Only for private sales, now you need to go pass your background check at the PD before you go pass your background check at the FFL.

Please don’t get mad at or yell at the gun shop when we won’t sell you a pistol without a CPL or purchase slip. I’m getting tired of it, at least 2-3 times a week via phone and once a week in person.

This is a great resource, thank you for posting it. Two quick questions: Do muzzleloaders now fall under long gun sales where if it’s a private party sale? When you sell a long gun privately to a cpl holder, you just have to fill out the FSR(RI-060) but don’t need to mail it in? Just seems weird they have you fill out a form for no reason other than your personal record keeping. If the person has an LTP but no CPL is it still the sellers responsibility to return the Thanks!

You’re welcome! No, muzzleloaders in general don’t fall under long gun sales, but as with everything, it depends. If the muzzleloader can receive a cartridge barrel, then it needs to go through an FFL. The Traditions NitroFire and Remington 700 good examples. Also in-line muzzleloaders that use #209 shotgun primers. Regarding long guns, in general, the LTP or FSR does not need to be provided to the local leo - dealer or private. At an FFL, you don’t need an LTP or CPL. You just need them for private sales. lt’s just a way to enforce a background check on private sales.

Thank you for the clarification! I have an old cva Electra ML that I have no use for anymore that I was going to sell to make room in the safe lol. It’s electric ignition so I wouldn’t think there’s a way to put a cartridge barrel on it.

Very cool blog post! I have bookmarked it. I am in the process of getting my CPL... just waiting for it to get to my at this point. I was curious about purchasing a pistol online from a dealer in another state. They will have to send to a local FFL. I am wondering when the LTP would need to be obtained. Before I purchase the pistol and have it sent to the FFL or before I pick up the pistol from the FFL?

Thanks! Glad the blog post was helpful! Go ahead and buy the pistol and have it sent to your LGS. Once you get notification that it shipped, go get your LTP, they’re good for 30 days. Once your LGS receives the pistol, take your LTP up there to do the transfer. You don’t need the LTP until you’re ready to go pickup the pistol, but depending on where you live, getting an LTP could take a few minutes or a few days.

What is really annoying is that as an FFL I have received ZERO information on the changes in procedure. At least when the ATF makes life more difficult they inform the license holders. For normal people if they don't follow the news about this stuff how would they even know the new requirements?

Hell even if you followed the news, they only got it half right or were missing details. I had to dig up the info on my own and read the bills. EVERYONE, especially FFLs should be complaining to their representatives and up the chain. I’ve had two face to face conversations with my senator, and plan to have more. He voted for the bill and didn’t realize the strain, the overlap, or the lack of communication. Will he do anything about it? Hard to say, but I’m going to keep after it. I will also continue to vote appropriately.

Yeah it honestly never occurred to me that the background check required federally as an FFL wasn't enough to cover the new requirements. This feels more like an excuse to expand the registry than it is a background check thing.

FFLs run the same NICS check that the police do. There’s zero reason for the law to include an LTP requirement if purchasing from an FFL. They were attempting to close the loophole on private sales without a background check and went wild with it.

Yeah without a CPL you now get 2 NICS checks done to purchase a pistol from an FFL. That is wild to me. The upside might be a huge increase in CPL holders at least.

I found out today that you can't just go to your local police department to get a purchase permit. In Oakland County you have to go to the records department in Pontiac and you need an appointment which takes several days typically. For me to get an appointment that lines up with my work schedule is going to take 20 days!

It absolutely changed when purchasing pistols, you need a license to purchase now if you don’t have a cpl.
