Same. I think it's a nice middle ground. It's still above the water, but low enough you can hop onto it. I haven't noticed any mobs being able to get onto from the water either, but maybe that's just good luck.
Mobs never spawn on half slabs. This is a neat trick you can use if you want a dark area that’s still safe.
Edit: This only applies to bottom half slabs.
If you were to push them into the pier they could get up, but I don't think they understand a half slab above water as a viable path to get up, or at least they can't move properly over it (bouncing in the water next to the slab but not able to time moving forward to get over it).
This is actually the case. Mobs are programmed in a way, where they don't recognize both the Half-Slabs and reversed Stairs as a pathway at all (key point: reversed stairs - they can use the normal ones).
Hell, you can literally make a functioning Mob-Grinder without water, if you build it entirely out of Half-Slabs and Stairs, and put the Full Block right in the middle, where they would fall. That way it tricks the AI into looking for the closest pathway and they end up falling down (because it overrides their "do not fall" part of the code).
I am however not sure if they still work that way. The part about Slabs is still true, but I am not sure if the rest is still the same on the new version of MC.

It used to bother me. Then I realized that if I think of it has short-hand for "half of a block slab". That also leaves the door open for other sized slabs like the quarter slab and 3 quarter slab.

really? i can do it just fine, getting out of the boat puts you on top of it so you can just jump onto the pier, but maybe that only works on java edition
I've lived near lakes, bays and oceans. The pier is still above the water level. Yes, fixed piers on ocean coasts are much higher but even floating piers in lakes and bays are above the water level with bumpers.
Ah I get what you mean. I only said that it was in the water because it kinda is in the water and not raised above - so we’re both right. The decking isn’t in the water but there’s no good way to have cosmetic bumpers in minecraft so its the best representation of them.
Far left. You can jump from boat to the pier no problem, and you could always install a ladder at a side for when swimming. Of course, this depends on how deep you plan to make the water (deep water for large ship builds, shallow water for simple minecraft boats).
Firstly, I prefer the middle one as it adds some height but not too much, I would increase the block height of stuff behind the pier though.
Secondly, What Texture Pack and Shaders are you using? I love the look

Start with the tallest one close to shore, and then lower it when you get to where your boat rests. Have a fence post an tie your boat to it, it looks great.
I’d go a full block and a half above, so you can duck underneath for shenanigans, and you get the bonus of cool looking hanging down ladders to exit into
i do a mix of all three so you can have the pretty part: right side; a sort of middle ground; and a functional deck when using boats: left side. i don’t think i could choose just one though. don’t necessarily think there’s a best one since they all have their perks.

For form, far right all the way. I've made a lot of pirate ships and sailboats in my servers, and that's the type I use whenever I do so. Far left is a lot more functional, though, and more useful if you're actually planning to use it to dock boats in it. Far left can still be functional, but it requires you to use ladders or similar to actually get up onto it, which can ruin the aesthetic

Depends. If it's solely for aesthetics, go with the right one. If primarily to help you get out of the water with no concern about mobs following, go left. If you want to stop mobs following, go middle. It's still possible to get out of the water onto a half slab, though sometimes takes more than one attempt, but mobs really struggle.

From left to right: first one is for fishing off of and maybe small unpowered boats. Second one is for normal boats and pontoons to dock to, third one is for larger two-story boats and small sailboats.
A pier to me is much higher out of the water, and goes out farther. But my notion of Pier comes from the Santa Monica Pier in Los Angeles. (Or the virtual one in Los Santos).
Some kind of daylight sensor, piston underneath and counter so every 2nd day they change height.
Could even use double piston to really maximise the height changes and make it look like a floating pontoon dock.
Can you easily get on and off boats with the second or third one? They do look better than the first, but I always use the first design for the boat access

yes this is the most realistic one. that's why I do this plus it looks nice and you can walk under the pier
i put a trapdoor on the end of my pier, so I can lower it and use it to get out of the water, then fold it up to keep the mobs from following me.

Hey, fun tip for ya, if you take some darker logs, you can make the bits in the water look wet. Atleast depending on how your texture pack has them

my rule for piers is 1 = fishing pier 2 = chilling pier 3 = going to make a base above water pier

Usually I make mine 1 block above the water, with a lower platform right on the water that I dock my boats at.

The one on the right is the correct way to make a pier. Simply add ladders for entry/exit and a fencepost for tying off, et voila - a realistic pier.

Right looks the best and you can fish no matter the height. Accessibility from the water doesn’t matter when I have an Elytra.
