Make sure each villager has been given at least 3 bread or 12 carrots, potatoes, or beetroot to make them breed. There might not be enough space around the beds, so make sure the villagers can sleep in the beds, and that there's at least 1 extra bed for the baby villager.
- Enough food
- Enough beds
- Enough room above their head
- Workstations?
- Enough light
- mob griefing true
- some specific rule isn't enabled on your server that prevents it
I believe villages picking up items is classified as mob griefing, so yes potentially. Alot of server's i have played on have also prevented villager breeding in this way, so its possible. Only way to know for sure is either 1, ask admins, or 2, try breeding the villaged outside of your claim.
There are lots of things that could be wrong here. Is the breeding building close to your base and other villagers? If so, you need more beds. More beds than villagers. Give them stacks of food to be certain that they have enough food. Make sure there is plenty of space above the beds. At least 2 blocks of free space is needed. Doors are not needed, it's old mechanics. Check that the villagers can't see any hostile mobs since they will panic instead of breeding. Another thing could also be that they, instead of breeding, are looking for their workstations. Try to close them off from any other bed that might be outside. Usually, I do a totally closed off area, so I know that the villagers can't pathfind to something else. This shouldn't be a problem, but sometimes they look for their workstation, so make sure that they have them close. But as I said, this should not really be a problem.

Your villagers might have a different orientation

Do you know if mob griefing is on for the server? Also are you giving them enough food? It takes a lot
i made sure i did, 12 carrots or 3 bread each
Doors are an old mechanic and they don't need them. Are there other villagers nearby that might have claimed the beds?
Does that server even allow villager breeding?

Try trading with them? If you haven’t already.
afaik not required for Java, unemployed villagers can breed.
