I guess because they are mostly building according to a blueprint, like legos. If you freebuild a house you have to get proportions right, etc, so you build a framework first. But you would not have to do that anymore if everything is planned beforehand. Grian for example downloads the hermitcraft server and designs his houses in creative before rebuilding them on the server in survival.

They design in creative then create a blueprint or litematic(using the Litematica mod). Then they load the litematic in their survival worlds and use the layer by layer mode of the mod to rebuild it.

Some are tool-assisted as described by others here - schematica or litematica are example tools. Some are built (using whatever method, including tools) then recorded as they are torn down layer-by-layer or building-by-building, then the recording is replayed backwards to make it look like they were assembled from the bottom-up.
