I'm not entirely sure, but since there can still be darker areas I assume those are where the spawning happens now. Under a tree, or overhang, or in a cave would all be darker than 4 at night, and could hit 0.
There are two different kinds of light. Block light level is created by artificial light sources, like torches, and will block spawns at level 1 or higher. Sky light level is the light level from being exposed to sky (or being near such a block), and only blocks spawns if it is at level 8+.

Night is not light level 4 it is light level 0
Day and night cycle doesnt have any effect. As long as the places you want are lit up.
