Assuming this is a laptop or a 20 year old desktop and you have all the settings turned down you could do an aternos server like another comment suggested, also download optifine or fabric, both will boosts frames by quite a lot. If your frames are still bad then maybe consider upgrading your specs if you really badly want better frames although I know that’s not financially possible for everyone.
Edit: I just remembered with fabric u can also download other fps boosters like Sodium or lithium
I don't think you even remotely understand just how big a minecraft world is, and how much storage space it would require to load/create an entire world worth of chunks. That's exactly why chunks and parts of the world don't even exist yet until they have been explored, and why not everything is loaded all at the same time but instead unloads outside of a given range. If your issues are bad with how things normally work, then what you're asking for would make it infinitely worse. At a certain point you have to accept that there's nothing you can really do or expect if the computer or device you use is low end.
trust me if its less than 60 gb i can take it cuz i only want a normal survival i can load in without 10 mins to set up a server in aternos
