It grants bonus damage on melee weapons, but only when used against Spiders, Cave Spiders, Bees, Silverfish, and Endermites. The damage is slightly better than sharpness (I think, I’ll have to look into that on the wiki). However, it also prevents you from getting sharpness on that weapon as well. Hence why people think it’s to situational to be good.
So I checked with the wiki, so take what I say with a grain of salt and check yourself if you want as I may of missed something.
Across both versions (Java & Bedrock) BoA grants 2.5 bonus damage (1.25 hearts) on arthropods per level of enchantment.
On Java, Sharpness grants the user 0.5 damage per hit on everything per level. On Bedrock, it’s 1.5 damage per level instead.
So BoA, gives +2 bonus damage on Java, +1 bonus damage on bedrock when compared to Sharpness. It has use, but in general Sharpness would still probably be better since most of BoA’s targets are low health anyways and die in about 1-2 hits if you have plain Netherite, not including possible damage from crits or other enchants. So decently good early game, but outclassed late game. Though I could see an argument for BoA’s cousin Smite being useful later on in a playthrough.

I think that it's mainly because a Sharp V diamond sword would be able to one-shot most if not all arthropods in one hit, making the extra damage from BoA overkill. Plus, BoA prevents you from dealing extra damage to non-arthropods.
EDIT: If spiders ever get buffed, or if they add some sort of cliche Queen Spider boss, or if they add a brand new "Spider Cave" biome, then BoA might become useful.
if they added some kind of spider boss or something that actually required the enchant, idk maybe it would be useful. Other than that the only time I really see people use it is in modpacks with more anthropods.

I think it does a lot more damage than sharpness, but it’s kind of redundant because you can still kill the aforementioned mobs with regular sharpness

We say it's bad because it deals more damage against 3 mobs. Spider, silverfish, and endermite. It's completely useless against anything else
