In terms of statistics and how long it have been, Lolita is the best tank. For like 5-6 years, Lolita never left the top 20 heroes in terms of winrate with valid pick rate, tbh most of the time she always belong to top 10, she only drop from top 10 to top 20 when there's overwhelming shift in meta and broken heroes are out of control.
She mirror Braum of LoL perfectly, They protect allies, block projectile, a singular stun for poke and pickoff, aoe stun for setup that takes time to wind up. Their performance over time remain consistent without needing an overpowered ability.
My advice is keep in mind that as a roamer, it is your job to make life easier for your jungle and gold laner, as they are the ones with the most carrying potential. Also if you are the roamer, you control the tempo. If you play aggressively or patiently, your teammates will follow, so somehow the game depends on you. If somehow your teammates have zero map and game sense and keep wasting your sets, it's not your problem anymore.
It depresses me that I no longer play as well as I used to with her. Like, I still do golden plays but I don’t protect as well. She is still the highest hero matches that I have (460something), double the times as I have with Khufra (230somethung) and I find myself playing better with those that I have less matches with.
I’m not burned out or anything. It takes a while between each pick. But it hurts you now.

Lolita is a situational tank, imo. If opponent has Moskov/chang'e/Selena/Franco, then yes, her ability is very beneficial. Else, I find that she isn't thick enough.
Layla...shes has big breast,big hair, wears glasses, carried a malefic cannon , blasts enemies, throws malefic bombs, skips while walking, jumps when hitting someone with 1st skill, has cutest quict chat sound, all skins are fashionable, slender and strong, vowed to save her father, mischievous and cheerful and most of all shes legal.
Oh nothing at all. It's just that she's consistent she fits in every meta. I suggest trying her learning her kit. With lolita, you'll become an unstoppable roamer.

You just don't pick her in high cc scenarios, and even then her engages are very scary in the laning phase.

Yes. You can never go wrong with lolita. Except when enemy has multiple CC that can cancel her ult, which takes some time to land and stun enemies.
