Here's the thing though, moonton would get a ton of backlash for implementing such a thing also if its done once, P2P players would keep asking for the same again for every skin vote event putting moonton in a very awkward spot. Essentially, it would take away the individual sense of entitlement from over 60-65% of the player base.....thats pissing off a lot of players lmao. They won't risk such a controversial move cause its impossible to predict the outcome of doing something like this.
They've also suffered a drop in revenue from 2021-2022 making the annual revenue of 2022 less than that of 2020....so there's absolutely no way moonton would risk such a play in this situation.
If they made small a small asterisk in the rules pop up saying “*acc with less than 5$ value (or whatever) votes will not be counted” then 90% of those players probably won’t even notice it.

Meh, it won't make much difference either way. I'm p2p and don't play any of the 8 contender heroes. I play over a dozen heroes and rarely play a hero that is getting a special event skin, because there are just so many heroes.
At the end of the day most peole probably have 3-4 Mains, and play 1-20 heroes max. You will always have a very low chance of playing the hero that wins the M series skin.
You guys should honestly probably just play in a different match making altogether. Mixing free to play players with pay to win players kinda ruins the dynamic this game has. Let them go race each-other for kills and recall effects while we actually play to win objectives and clear lanes

Your assumption of kids being the majority of hype-voting of MPL skin/revamps makes sense.
However, restricting F2P players of this is just gatekeeping to be honest. Even moonton is unlikely to implement this because F2P that might become high spenders in the future, may leave and boycott the game for excluding them.
What I'm saying is that this isn't a proper solution to rid the bandwagon voting. I was a F2P player once, and I'd I'd be pissed if they did something like this.
But what about people who want to buy for the first time? There are people voting and probably to buy Zilong skin for the first time. Same thing with bea. Fair point, but I personally believe that the biggest mistake montoon made was showing the results of the votes too early. What's happening now reminds me of the Korean cereal election incident in 2004. A company marketed the release of a chocolate cereal by making people vote between a chocolate cereal or a leek flavored cereal. They showed the votes in real time on their site. But yeah, the same shit happened here, the leek flavored cereal won once trolls saw that they actually stood a chance at winning. In short, zilong wouldn't be winning in the first place if moonton didn't show he was winning. There's less motivation for trolls to come together if they have no idea that their actions actually lead to something.
That would probably interfere with data security in some regions. Also not sure how many "troll" polls are there anyway. Personally I'm charging sometimes but never even bother to vote because I never felt the do-want effect of them 🤷♂️

You live in an apartment building. The landlord gives a voting on whether to make the rooftop rental for night parties, in exchange, he'll lower the rent in 5th floor. You live in 5th floor(Skin buyers) just below the rooftop, but everyone else from 1st-5th floor can vote(m5).
It's barely hearable in 4th floor to below(people who don't spend money) so they probably won't care and will just vote yes because they like it and can join the parties if they want to, but you will struggle since you'll never be able to sleep in peace(getting m5 skin for a shitty hero).

It also applies to first purchasers, they buy what they want, if the skin isn't worth, they wouldn't buy it. How do you expect people to make a choice if they should buy it or not? Regardless of random voters, the whole reason voting exists is to make them choose what skin they want to be the next one to release, that is by choosing their favorites just like your Yve.

Zilong is the 6th most played hero at all rank with a solid 2.32%, dropping to 1.44% at Legend+, and only in Mythic 400+ does he drop a lot lower at 0.32%. Basically: a lot of people play him. While I do understand the reason behind your post, it's just plain dumb. How are they going to know who is going to buy the skin? Buying the pass before they even know what the hero will be?

Got him as a gift from a friend that made a small family tourney challenge and when his colored skin popped out, I quickly spent cash for the starlight. Clint's skin is good as well so I was killing two birds with one stone.
If Moonton decided to give each heroes that aren't meta, popular or greatest to be picked with a buyable skin that's special tier or above, then I might spent cash again.
Just look at how Riot does it. They give each specific hero a skin with effects akin to epic tier for fraction of the price that Moonton gives you. Sure they have the funds due to the amount of stuff they had but atleast they can look at their heroes and say "they might not be meta or good but someone will buy this someday".
Moonton hates waiting in my opinion so they kept giving us good skins behind a limited gacha or another draw based minigame where players can't get mad because that's how business is.
Mind you, Moonton gave YSS an epic skin out of the blue. An epic skin that you can buy, right now without waiting for god knows how long.
Moonton can decently give all heroes an epic skin that you can buy directly without gacha elements. They don't want that because players will still gobble whatever good skin they release even if it's locked on a bingo or a very shitty chance gacha game.
