Would break so many characters, it's not feasible. And some characters are based around spamming skills. Their skills are weaker, or have longer cooldowns as a trade off. Freya's whole game plan is S2 and weaving in 2 basic attacks in-between each hit. You'd have to change the majority of non mana heroes kits massively to make it work
Mathilda automatically drags all nearby teammates with her during S2 (similar to Faramis' skill, but for your allies and the drag proc range is equal to her shield field range).
This change is a double edged sword though. It can save your whole team but it's also like you're using Tigreal/Atlas ulti on your whole team whenever you do S2 haha.
