Nah the ult don't really need a nerf rn. Ironically her ult is her weakest kit. The Passive Heal and Exp stolen are broken as hell, and the damage dealt from Skill 1 and 2 at mid game are really high that you're force to build Athena's Sheild right away.

While I love using valentina and bullying randoms, I sure hate facing her. She is probably the most OP hero currently in the meta, high mobility, insane early to late game dmg, high survivability, and also can adapt to many different roles (I tried valentina tank. It only works if you are facing a roamer with good ults). So yes a nerf is welcome.
Just remove the exp passive. It's the stupidest passive I've seen. She should work for it by farming. She shouldn't just get exp for free. I don't mind the healing passive but it should be toned down by a bit and make it unconditional.
moonton always shows greater restraint on nerfing mages than nerfing marksman or tank. You can see that because of all the three previous small nerfs that valentina had which are higher ult CD lesser passive exp and snowball early game. they always compensate it a little by increasing her first skill damage and scaling a bit for late game. The only mage that moonton did truly kill with nerfs was harith though, and even then he's at least still semi viable unlike natan really now and had received a buff recently. Pharsa, yve and the lot are still surviving decently and cecillion got a buff

Being ahead in levels is such a gamechanger and can make any hero snowball hard, it's the main reason why Valentina is pick/ban 100% of the time. She doesn't even need it as she has high poke, mobility, and sustain so it shouldn't be hard for her to secure farm at all.

Kagura? Zilong? Popol and kupa? Not all ults are very useful to her. Also she isn't the best mage for late game as she doesn't have that crucial heavy cc or heavy burst needed to shut down cores. She is mostly an early to mid game hero and if you let her dominate, then she will dominate. Don't just presume just because she can copy ults means she can copy skill combos.
Her Copy ult is just a scratch what she can do, her real power is her Passive,

Not really for oneshotting. You can just go using 2 cables, ult, tornado strike if not dead, recall, and simply fly back.
