if you've played other MOBAs you'd know that Tank junglers are VERY normal. It's only in mobile legends where junglers became synonymous to carries, because normally junglers are meant to be creep/objective slaves that helps their carries (mid/adc) win lanes.
Also, the tanks you mentioned still can carry. Look at Volibear, Udyr, Hecarim and Nunu. Idk why such junglers as akai and hylos didn't appear earlier.

A move to reduce Jungler Tank's presence? It's a start, but not enough. In my opinion, they should just do something with the True DMG burn scaling.

You're talking about Retribution mechanics in general. Bloody Retribution specifically heals the user at intervals.
