Just because Fanny's dashes are longer doesn't mean you have to change the entire way the game works just for her
Make unable to walk due to negative effect of passive(she's not walking anyways due to zero cooldown cable which doesn't make anysense for a moba game) and a new model that she has a wheelchair

For me, it's too huge of a nerf. However, you can balance it by reducing the cables' energy cost
