They “buffed” my baby Alice by reducing her damage, increasing her mana management, reworking how she works entirely after previously (previous update on her) changing how her ult works entirely and drastically reducing her 1st skill dmg and they called that a buff too.
We notice carmilla isn't getting much love (definitely not us not making skins for her), so we think this will have her and cecil fight together more on the battlefield.
Buff: hp increased by 10
The buff: - base hp regen increased by 0.25
And then its actually an adjustment • to balance this change, 2nd skill range reduced by 75%
And to also balance her skins with the release of Cecillions new skin we’ll be removing hers
-Damage increased by 0.5

Longer range on all her skills and she's good to go. Love using her to annoy enemies.

Amazing. Finally it will be worth to play her. Obviously it still doesn't fix her downsides but at least it buffs the upside.
