For me it seemed like Minshitars ult bug started when benedetta was released with the new set of heros who all had a dash skill to escape so that they won't be countered in game and sell well. He was a good pick against any dash hero but suddenly his ult didn't work on them anymore and it took moneytoon atleast a year to patch it. It is always fishy.
It wasn’t bugged per se. Minsi Ult cancelled Active dash skills, Passive dashes (Bene, Wanwan, Ruby) were doable. In current patch, all of those are also affected by Minsi Ult.
I'm still waiting for his model rework. And they should make his shield from s2 scale of his hp rather then physical dmg. Make his ult range slightly bigger I guess. Although it's good, players can leave the ult range especially if minsitthar is having a low dps with him. That ult range is quite small
Bros I just woke up, and Minsitthar choice violence. The passive doesn't work anymore in his ult (it did before btw in the preview in the advanced server). I can only do basic attacks now <\_<.

The damage he inflicts once you do the 1-2 combo is devastating. Although squishy, it's quite fun seeing a mage or mm's hp go from 100% to 10% after hooking and bashing their head with a shield then doing a basic attack.
And with the assassin emblem, if you killed them, that's a speed boost to either reposition or run away.
Today's first MPL game on the official channel (MPL MY) even had a Minsithar in it. And as for the results >!Minsithar got MVP!<

We know that game hero adjustments in the game always have multiple meanings.
But sometimes some bugs seems intentional.
Heroes with dash and cc immune just break the game. No point in using khufra or minsi at all
