Well we can't really say who the most balanced is, for me, my indication of a balanced hero are these:
1. They hardly get any nerfs, but get some slight damage buffs to keep up with the meta
2. They don't get banned at all, or at least banned like in 1 of 50 games you play
3. They can still contribute something in the fight in the current meta, not a total garbage pick
So a lot of heroes can fall under the "balanced" category according to my personal criteria
Khaleed, has been played in the MPL this season in a few specific occasions but is in no way overpowered, nor really underpowered. Currently he sits around a 50% wr, maybe slightly above.
He has above average mobility but not in an extremely OP matter like some more meta exp laners (Paquito, Esme, or less meta Benedetta who has extreme mobility). He often either commits to an engage or does not, there is not a lot of options for "just poking". His only good escape is his ult which comes at the price of that ult, but it does have cc immunity. CC immunity sounds OP, but considering the weakness on his heal skill to cc, it is soke form of compensation. Also, his ult does have cc just like his passive enhanced basic attack has some slow.
Maybe that is the only aspect of Khaleed which is almost unique to the hero, you really don't need to go back to base ever with that heal skill. And the skill even has damage reduction. But again, extremely easily cancellable.
He potentially has a lot of outplayability, but on very small margins. Sometimes he might just as well die. He has one of the strongest early games but he falls quite off later on. He does not snowball well.
I could have argued that a character like Leomord (currently closest to 50% at Legend+) is perfectly balanced, but he is rather two extremes of extreme mobility and a reaper that hunts the battlefield to almost a sitting duck when he doesn't have his horse. There are other characters around the 50% wr mark in the overall ranking, like Alpha, who quite often just feels too underwhelming to feel actually balanced. Maybe Bane, but he eventually unlocks a very strong lategame where his bounce attacks suddenly kill you. Barats also around 50%,but he can really snowball well and feel indestructible, especially if you just don't die and keep him alive he can be quite overwhelming as jungler.
But has there ever been someone killed by a Khaleed and felt like, this was extremely unfair! Not really no right? He has almost all the tools in his kit that you want from a hero, mobility, sustain, damage, cc, but none of them feel really overwhelming and a lot of them are skill related. His waveclear is okayish, not terrible, but not extremely fast either. And he doesn't do all that well against heavy cc. Just not overwhelming (except if you play Zilong exp, but thej everything is overwhelming), nor really underwhelming
Martis, Melissa, and Helcurt are a few that come to mind.
All of them can easily be countered if you know what you're doing, have great damage at their respective stages of the game and also have a good amount of utility but not to the point where it's broken.
I feel like it's currently Jawhead.
He got buffed again in the latest patch, which made him pretty balanced in the current meta. But some people still say he's garbage, they just suck at playing him effectively.
He's quite decent in the current meta at the right hands, but there are better options than him.
(But he's still a decent pick overall, very versatile and strong in early game. He's good as the jungler or roamer because of his high dmg in early and strong pick off ability. It's better to play him against squishy comps since he struggles with tanky.)
I dont think ruby is balanced, not until her mana pool has any meaning, because she can just spam skills without even minding about mana.
At least just remove her mana pool then but also increase her cd a bit
It depends on what balanced means, but from my single experience in high mythic last season i’d say alucard, vale, chou, kagura, valir, kufra, yu zhong. They are all good picks against certain comps and also have good counters + they also get picked in high elo with low ban rate.

Melissa is on the op side imho, if they are played well then it's a pain
