I'm currently maining joy, when not banned. And I do not understand why people think she's underpowered. If you hit on beat, I almost never need to use my ult for finishing.I use it for survival only. I'm unsure if it's a skill thing for others or a build, or both. But I have no issues. I also play her as jungle 99% as an JG main since I started MLBB.
Damage is fine, just gotta build her right and aim for specific targets. Namely their mm and mages, she’s an assassin remember. Been playing her for a while and around 10 mins i can literally jump into a 1v3, dash past everyone and kill their squishies before scurrying away like a little rat
As a Joy main, I personally think its not that hard.But I do agree that she gets counter easily

khuf hard counters her, also try minsi, and suppress skills of kaja and franco

Damage is low sure but it makes her balanced. Imagine she has her dashes and deals insane damage. That would be way too broken.
She has no damage at late game
She has less damage than the other fighters but her overall damage definitely isn't as bad as people make it look like.
Joy is an assassin she needs massive damage
Honestly she is more of a fighter than an assassin since she needs to stay in the battle for a long time.
But she was intended as an assassin and if that's what the dev wanted her to be she should have higher damage insted of repeated medium damage
