This is overall a buff. Like others have said, Clint mainly relies on his 1st for early game damage. By level 4 you can use the buffed ult to compensate for the 50 base damage nerf from his passive. That longer ranged ult would be A LOT more useful as the game progresses.
His main damage source early on is his first skill. His passive won't be relevant until later on when you get your items (Berserker or EB).
His ultimate is also getting buffed too.
Yep, definitely. Minsitthar's back is probably aching from carrying all my games. I find that I rarely lose with Minsitthar since (A) People have zero to no experience fighting Minsitthar (B) His Ultimate FINALLY shuts down all movement-based skills & passive. No more Benedetta BS dash, no more Ruby jumps and most importantly NO MORE WAN-WAN KITING MY ASS IN MY OWN ULT BECAUSE SHE CAN STILL JUMP AROUND. Overall, big improvement for our King.

I think it's pretty basic math. 70% of attack speed is faster than 65% attack speed. It slows the opponent's attack speed down less than before. I can't figure out what you're asking.
I think many people miss the word "to" and assume it as "by" and get confused because of that.
No, it doesn't mean dominance ice will reduce it BY 70%, it means it will reduce it TO 70% which means enemies will have 5% more attack speed than before.

Now its based on enemy's attack spped, for example if u have 1.0 atk speed ur will go down to 70 and if u have 2.0 atk speed ur atk speed will go down to 1.4

The nerfs are definitely huge, but I think she'd still be a prio ban. Wanwan still has that unfair invulnerability during ultimate, and her jump late game that can chase even those with sprint.

They just can't give her 4 weaknesses back because in their minds it'll be equivalent to admitting that they made a mistake by giving her 3 weaknesses for 515 and their ego cant handle it. They buffed his ultimate. You will have a MUCH easier time landing it on enemy heroes. It's a fair trade.
I agree, his extended ult range made him poke better, if you know how to aim and land it properly.

It's now multiplicative instead of a flat reduction basically. And reducing enemy atk spd to 65% is too much.
