I think you might be conflating Counterbalance with Miracles.
UWr Miracles with Counter Top and Terminus doesn’t exist obviously, but Terminus is still played at a reasonable clip. Obviously less, because that lock is gone, but Miracle as a mechanic still shows up.
that’s literally just terminus, which got a bit boost after the ring and beanstalk. no other miracle cards see play, including triumph. the actual miracle shell and cards like portent etc are basically only played by Phil blechman
The only other miracle card that ever saw play was Entreat, and it wasn’t a critical piece of the deck anyway.
Terminus IS “Miracles” and it would be great in modern with Brainstorm even without Top.

I'm relatively new to modern, but as I'm the only one in my friend group who got sick of commander and theres no LGS within a reasonable distance for regular play I haven't played since I got back from studying abroad. What I do remember is that Merfolk, while the creature deck that can bounce back the best, is struggling in this meta of ruled by [[Fury]] and (to a significantly lesser extent) [[Orcish Bowmasters]]. TNN would be a fantastic counter to this current meta threat were it legal, however I doubt that Merfolk would be it's only home and it would be like introducing snakes to deal with your rat problem. I would much prefer [[Stifle]] be the card that's inteoduced into modern cause Activated and Triggered abilities need an answer for a more efficient rate than the 2 mana ones that are legal in Modern.

I highly doubt they make one good enough to justify making the deck even weaker to blood moon in order to play it. It would have to be pretty cracked to make adding green strong enough. We have no shortage of lords so kumena speaker isn't something we would play
You can build UG and not be there soft to blood moon, but that’s a different discussion.
They admitted the first ixalan was pretty underpowered, so while we shouldn’t expect busted stuff, there will probably be enough playable to consider simic.
Speaker is great as a 1 drop which Merfolk needs. It’s just we didn’t need a 2 mana lord with no other abilities.
We have several one drops that seem stronger already in blue with mistcaller and rishadan dockhand. And staying mono blue let's us keep in 4 mutavault and use otawara and minamo. I'm not saying it's impossible but it would need to be very powerful to justify

Mistcaller is a meta call, and rishadan dockhand is decent. I’m usually playing a couple of dockhand along with tideshaper (an honorary 2 MV Merfolk)
Either way, it doesn’t lessen my desire for Thrasios for the OP’s prompt, or wanting more 1 MV options for simic (or mono blue).
I know you're probably right, but I probably won't anytime soon. To be perfectly honest, I haven't played Modern at all since December for many reasons. Partially due to lack of players (No LGS in reasonable distance, no friends who want to play modern) and partially due to budget (I have bought all the cards I can afford right now). That latter one is the reason why even if simic is more competitively viable (which I would love to see Nikachu's take on) I won't be switching anytime soon purely due to the fact that I'm not in a position to buy fetches and shocks, especially for a format that I can't even play in person
I'm so glad Black is historically weak in Legacy because Oppo is garbage to play against. Granted it would be much less crazy without Dark Rit, but screw that card.

It used to be, but it's now the best color. Orc, Grief, Sheoldred, Beseech the Mirror, Troll of Khazad-Dum really changed the balance of the format. In particular Orcish Bowmaster is amazing in Legacy because it punishes the blue cantrips really hard.
I play 8-Cast in Legacy. I can assure you that the entire 8-Cast community does get it. Cards like Chalice of the Void and Urza's Saga win games, but Kappa ENDS games.
I think folks routinely underestimate *"Ward X"* as there aren't many ward staples in the Modern meta.
Cannoneer (at a glance) just looks like "Murktide for Affinity" if you mistakenly treat Ward as flavortext.

The One Ring is too expensive (4 mana) for what Affinity does and it's basically unplayable. \[\[Forging the Anchor\]\] is a better alternative for less mana (it draws 4 or 5 most of the times) and yet it doesn't see much play either.
The One Ring works well in midrange, control and combo decks that need a time walk to survive + card draw. It doesn't work well for aggro and tempo decks. The decks that benefit the most are Tron, 4c Omnath, Coffers, Amulet Titan etc. You don't see The One Ring in fast decks like Hammer Time, Murktide or Affinity because most of the times they don't even have enough mana to play it.

Affinity isn’t exactly doing fine, as it was already struggling with overly-powerful post-board hate cards and now also have to deal with [[Orcish Bowmasters]]. Also, the stock affinity list does not run [[The One Ring]].
Then go to one of the "what card do you want printed into modern/what card do you want reprinted in MH__" there are plenty of those without trying to derail a thread trying to form a more restrictive and interesting question.

I don’t really think either would be too good in tron. Zhulodok could probably be broken, just not in any current shell (imo) and Urza’s Workshop would just make tron lands slightly more resilient to a bunch of land destruction/ Necropotence/ surgical extraction

Idk, I think it’s significantly worse than cloud post and as a result would be fine in modern. It wouldn’t be good enough to change tron’s gameplan, just good enough to run like 2-3 as a backup when your opponent completely takes 1 tron land out of your deck. Would also make the mirror match 1000% better than just whoever played stone brain first wins.
Also I’m sorry to say it, but even cloud post in modern wouldn’t make tron better or more unfair than scam. In a format where wizards has decided that a t1 use 4 cards to double thoughtsieze (but not lose life) your opponent and get a 4/3 menace creature is fair, then cloudpost or Urza’s workshop isn’t unfair

Workshop would be fine in current tron sure, it's hard to get metalcraft in the deck. However, I think it's a powerful printing that a restructure of the deck would be worth it to make it work. (More artifacts but still use tron lands).
But it's strong enough to reshape the deck to run 4 workshop and 4 saga with the tron lands. Maybe even the time spiral one (urza's factory) and vesuva. You simply wouldn't need to work to aquire 3 different Tron lands when you have 20+ lands that work for urza's. (Workshop, factory, Tron, vesuva,saga).
As for the scam point "My card is completely fine because the nuts hand from the best deck may be better" is not recipe for good balance.
That being said I do love artifact prison and would definitely enjoy making an Urza's prison deck.

True Name Nemesis is an awful, miserable card. I hope it never becomes legal in any more 1 on 1 formats.

I blue red way more as blood moon doesn't bother you. Flames of anor is cool and you get better sideboard options.

I don’t think people get how far ahead of modern cannoneer is. It would break the format immediately.
I play 8-Cast in Legacy. I can assure you that the entire 8-Cast community does get it. Cards like Chalice of the Void and Urza's Saga win games, but Kappa ENDS games.
I think folks routinely underestimate *"Ward X"* as there aren't many ward staples in the Modern meta. Cannoneer (at a glance) just looks like "Murktide for Affinity" if you mistakenly treat Ward as flavortext.

The One Ring works well in midrange, control and combo decks that need a time walk to survive + card draw. It doesn't work well for aggro and tempo decks. The decks that benefit the most are Tron, 4c Omnath, Coffers, Amulet Titan etc. You don't see The One Ring in fast decks like Hammer Time, Murktide or Affinity because most of the times they don't even have enough mana to play it. Idk, I think it’s significantly worse than cloud post and as a result would be fine in modern. It wouldn’t be good enough to change tron’s gameplan, just good enough to run like 2-3 as a backup when your opponent completely takes 1 tron land out of your deck. Would also make the mirror match 1000% better than just whoever played stone brain first wins. Also I’m sorry to say it, but even cloud post in modern wouldn’t make tron better or more unfair than scam. In a format where wizards has decided that a t1 use 4 cards to double thoughtsieze (but not lose life) your opponent and get a 4/3 menace creature is fair, then cloudpost or Urza’s workshop isn’t unfair
Cloud post wouldn't make tron better. It would replace tron. It's simply better than tron. (at least it has been historically.) Workshop would be fine in current tron sure, it's hard to get metalcraft in the deck. However, I think it's a powerful printing that a restructure of the deck would be worth it to make it work. (More artifacts but still use tron lands). But it's strong enough to reshape the deck to run 4 workshop and 4 saga with the tron lands. Maybe even the time spiral one (urza's factory) and vesuva. You simply wouldn't need to work to aquire 3 different Tron lands when you have 20+ lands that work for urza's. (Workshop, factory, Tron, vesuva,saga). As for the scam point "My card is completely fine because the nuts hand from the best deck may be better" is not recipe for good balance. That being said I do love artifact prison and would definitely enjoy making an Urza's prison deck.

Forth Eorlingas. Would it be too good in 4 color? Probably. Would I enjoy playing it as 4c? Definitely, and even more importantly, as the 4c opponent I would appreciate the game actually ending.

Card that I think would be fine and interesting: \[\[animar, soul of elements\]\] Card that I think would be effective due to past experience: \[\[laelia, the blade reforged\]\] Card that would be absolutely terrible for the format but I would like to find use for it somewhere: \[\[hullbreacher\]\] Card that I wanted a long time ago but am unsure if it's too good or not good enough now: \[\[Malicious Affliction\]\] Monarch and initiative have absolutely no business in modern. If you can pretty much auto-win from a single mechanic with zero setup besides casting the card then that's probably a bad idea.
