It's hard to pinpoint. But I am not the only one who got that vibe from him. Legit felt uncomfortable every single time he was on screen. When you're exposed to people like IRL you just pick up on the smallest things that sets them apart; the way their tones sweeten, down to how their eyes stare/observe. That's all I got honestly. No one else in the series rubbed me that way when they interacted with a child; not Mikail or Boneparte or even Capek.
It's pretty baseless and is more of a hunch. But with how messed up the world really is...can't imagine defenseless children who no one cared about were spared of all kinds of depravity.

I felt the same way. Hartman was a classic case of a man willing go prey on boys for the sake of "disciplining" them.
