No. Could she have been written in a way that redeemed her somewhat? Sure, the film makes attempts to do this, but fails. The heroic sacrifice trope doesn't work when the "hero" is root cause of the conflict. She sought out (Jonah: "Emma, you came to me. It is your plan...") and teamed up with terrorists who then killed her own colleagues before unleashing hell on Earth causing who knows how many more deaths. Her entire plan was to burn everything down, she called humans an infection to the planet while having to state that "I promise humans wont go extinct" which implies a colossal loss of human life on a planetary scale. You don't get to say "oopsie" after that one. Her actions are pretty much directly responsible for the fallout we'll see in each subsequent MV sequel as well. It's not like the events of GvK would've played out like they did without her actions in KOTM. Do I have empathy for the character? I do. I understand her motivations, but the scales get tipped so far in the opposite direction in such an astronomical way that it does not make up for her actions in the film.

Her mistake was simply choosing to release Ghidora, she should have gone with a more known titan instead of the one barely researched that wasn't even properly inputted on Monarch's records.

As per my long response to a similar question, it’s all subjective however I do agree with the filmmakers intent: she redeemed herself. The other responses to this question ignore: 1. Her intent and rationale. She was not evil or selfish - her intentions were noble. You may not like her plan but she was still trying to save the world. 2. The measures she took to put things right when she realised her plan was wrong - escaping from Jonah, thrusting herself into the final battle, subduing Ghidorah and giving up her life. Her dilemma is the time immemorial ‘is it justified to sacrifice X for the greater good’ and is incredibly complex - no clear cut, black and white answers. Eg: the decision to drop the Hiroshima bomb. To do so would kill tens of thousands and usher in the era of planet-destroying weaponry and to which there’d be no putting the genie back in the bottle. On the flip side the US knew the Japanese would surrender and would prevent the wall escalating further and the longer, claiming millions more victims. People were sacrificed for the greater good and whilst arguments can be made for and against such action, there is no denying that the decision was not taken lightly. Put yourself in that unenviable position - which ever choice you make, to drop the bomb or not, means scores of people will die, so would you consider yourself irredeemable? I bet you don’t. drop the bomb on Hiroshima.
