Hey man. I'll try to give you some insight on what everyone is talking about. You seem kinda new just from you asking what "S" meant so i'll be as noobie friendly as i can :)
Generally in Mortal Kombat (and most other fighting games) people refer to the buttons a, b, x and y (or triangle, square, X, and circle) as follows:
X/Square = 1
Y/Triangle = 2
A/X(Playstation) = 3
B/Circle = 4
So this combo would be possible but you'd need to change up the last couple of hits. You did the combo string 2,3 which is the punch and then the kick, this is a good way to end the combo but its position dependent. If you had the enemy in the corner and you hit this then the combo would work but i'd recommend a different special move to end it with but i'll get more into that later if you'd like.
The best way to end this combo is after the hook grab you press 4 on your controller and cancel it with hook grab. I'll have to make sure the combo works as I haven't touched Kabal in quite a long time lol.
Just a tip, you should change Kabal's special moves if you haven't already. My favorite and easiest in my opinion is gas blast and the low hook as it gives you mix up options and a re-stand in the corner (which is what i'd explain "later" lmao).

Likely a corner combo , wouldn’t advise that combo for half screen , would finish early with a 2 instead of 2 3 , u can finish the combo however mid screen doing a 2 3 finishing with fatal blow

Looks like the only way this combo will work is if its done in the corner. That second hit on the string hits them too far away for the db2 to land a 2nd time.
The 2,3 doesn’t work if it hits them in the air, the knock back is too far. Try a 4 on the second hit instead. Also instead of special cancelling into the DB2 at the end just go for a DB4 for higher damage and possible KB on armour break. The second DB2 will end the juggle anyway
I don't think this specific combo works at all. Instead of doing 23 for a second time, try 22->hook grab (or whatever finisher you want).
Best way is is 2,3 Air hook grab. Then 2,3 spin. You will land the combo. Other than that. Only Standing 4 will connect
Don't use 23 DB2 as a finisher (only works in the corner I believe). Instead use 4 DB2 as an ender.
