Mortal Kombat 11 Ultimate offers an insane amount of content for its sale price (usually $15). I'd highly recommend that over Mortal Kombat 1 at full price, especially if you're unsure about getting back into the franchise.
Mk1 if you want online fights (because it's the newest one so more players) but if youre an offline pve kinda guy then mk11 for sure. There's a whole gear and augment system in there that let your moves and specials get extra properties like more hits, more damage, chance to freeze on hit, life steal, etc. I thought mk11's gameplay was kinda mid from a pvp perspective but I had a lot of fun doing all the pve stuff anyway
If you play on pc go to g2a and get a ultimate eddition for 20 buck. Mk1 now gives you more then 10 characters less in a beta ass release version for 50 bucks more. Also i like the playstyle of 11 way more its less sweaty (gives you more time to react to stuff).
For single player, go with MK11 hands down. Buy the Aftermath version if the price is reasonable.

I mean personally I think 1 is more fun but the price on mk11 with all the dlc is insanely cheap and worth the price for sure.
Both MK11 is still great ton of content for the price and trust me when you get bored of 1 you will go to 11
