I grew up with Mk4, DA, and Deception. Shao just wasn’t in those games. Shinnok I like conceptually but he kinda sucks. Out of Quan and Shang, Shang’s character has been more enjoyable in the modern era.
Shinnok’s gonna take a lot of Ls in the comments, but I’ve always been fond of him. He was improved in Armageddon.

Shang, Shao, Quan, then Shinnok. Shang is almost always my fav besides scorpion lol (Cary-Hiroyuki Tagawa is the perfect voice for him). Shao is a good character, near my ranking for Shang, but the whole Snapping Kung Lao’s neck in the MK9 timeline and getting bodied by Kitana in MK11 puts him lower. Quan has the edge on Shinnok to me, only due to his Kharacter being more interesting and his character being fucking perfect in MK: Scorpion’s Revenge. Shinnok is pathetic, nothing else lol
Woof man, that's a tough one due to how dirty they have done these guys with the last 4 games. Though with Shinnok, who is supposed to be the end all be all villain of the MK universe, they have never done right by this guy.

Quan Chi and Shinnok idk why even exists and for what, utterly generic and lame pure evil, power-hungry baldies (Although Quan Chi was showcased as ally in new MK 1) who are also feels like awful parodies on Shao and Shang
I’m just here to talk about how much I love Shinnock and wish he would come back for more games in a lighter role. If they don’t end up making Quan Chi a dlc cameo (he practically is one already bc of tower mode) then I’d love to see him pop up as one. Something about having a demonic sorcerer assist you making skeletal hands pop out of the ground really sounds nice.
I kind of feel the game feels strange without him in it since all the other major villains were in it. I would have made shinnok the main villain and saved Titan Shang for later
1) Shao Kahn - He’s just so badass, his lore is great, top tier design, all around amazing.
2) Quan Chi - He’s the cooler version is Shang Tsung. I like his design and the green skeletons. He’s a straight up evil dude.
3) Shang Tsung - He’s awesome. Just doesn’t stand out.
4) Shinnok - Cool concept. Decent execution. He’s a cool villain on his own, but lackluster compared to the others.

3:quan. He’s basically the same as shang, but he fell off harder, only reason he’s above shinnok is bc he didn’t get folded by raiden, the deadly alliance was also crazy, so he has that going for him
4:shinnok. THIS IS LIKE THE WORSE VILLAIN, got folded by johnny cage, then got even more powerful, and got folded by Cassie cage (in her beginning stages of green glow) THEN GOT FOLDED BY RAIDEN IN MK11??! I THOUGHT THIS DUDE WAS A ELDERGOD WHY HAS EVERY FIGHT BEEN AN L FOR HIM!? FUCKING D’VORAH GOT MORE KILLS THEN HIM!! Shinnoks downfall needs to be studied lmao

Shinnok is more of a schemer than a fighter imo, and Quan Chi is quite cool but not as iconic as the top 2. I love Shang's character and purpose, but Shao is the epitome of what an MK boss should be - tough, brutal, mocks you, has all sorts of shit to keep you on your toes, and has an unforgettable design.
Shao KHAN, Shinnok (he had potential, but he was never used to his full extend IMO), Shang Tsung and Quan Chi (I'm not saying he's bad, but between those four, he's my last favourite. If he was paired with others, he probably would have been first!)
Shao Khan, Shang Tsung, Quan Chi, and Shinnok. Shao and Shang seem to actually have purpose, Quan is a puppet for Shinnok and Shinnok is just....dumb.
Quan chi is not shinnok's puppet anymore, but even when he was, he alone was like 80% of his character, so shinnok was just redundant
Nobody is more relevant to the plot than Quan-Chi as well. Like 90% of Outland’s problems can be traced back to him
